North Korea cuts communication lines following criticism of South Korea-U.S. drills

In a statement released through the Korean Central News Agency on the same day, Deputy Director Kim criticized the South Korea-US exercise as "the most intensive expression of the US hostile policy toward the DPRK (North Korea)" and "a self-destructive action that will inevitably pay a price." Although South Korea and the United States have significantly reduced the size of the training, North Korea has made it clear that the purpose of the training is to 'suspend the training'. Deputy Director Kim stipulated that "regardless of the size and format of the exercise, this joint military exercise has an aggressive nature as it is a war demonstration and nuclear war preliminary exercise that aims to strike a preemptive strike against us."

North Korea's dissatisfaction was more blatantly revealed as a 'cut off communication line'. Normal calls were made through the inter-Korean joint liaison office and the military communication line until the morning after Vice-President Kim's discourse, but after 4 pm it was unilaterally cut off. Jeong Dae-jin, a professor at Ajou University's Unification Research Institute, analyzed, "North Korea is pressing the Moon Jae-in government to withdraw its hostile policy toward North Korea, including the suspension of South Korea-US exercises."

It is noteworthy that Vice-Chairman Kim said, "I am publishing this article in accordance with the mandate." It is the first time since March of last year when he was in charge of messages to South Korea and the United States. He emphasized that the intention of North Korean leader Kim Jong-un is strongly expressed in this discourse. It is interpreted as reminding South Korea and the United States of North Korea's requirements at the 'best level' position. Just as it was said at the time of the restoration of the communication line that it was “agreement between the leaders of the north and the south,” the disconnection of the communication line on this day can also be interpreted as following the intention of Chairman Kim.

 

However, he did not use the primary colors used in discourses critical of South Korea and the US. Even in March this year, when the first half of the South Korea-US exercise was conducted, Vice-Chairman Kim criticized South Korean government officials as 'born fools' and 'stutterers who even lost their ability to discriminate'. However, this time, it used somewhat refined expressions such as 'the treacherous treatment of South Korean authorities' and 'strong regret'. As it was a discourse that was delivered by commission from Chairman Kim, it seems that he used diplomatic rhetoric in consideration of the face of the supreme leader.

As North Korea is suffering from triple hardships such as sanctions against North Korea, the novel coronavirus infection (COVID-19), and flood damage, the judgment seems to have worked to stimulate the ROK and the US, which hold the key to solving the problem, more than necessary. Doo-hyeon Cha, a senior research fellow at the Asan Institute for Policy Studies, said, "I can read a feeling of impatience trying to find a justification for inter-Korean-North Korea dialogue in a discourse without abusive language."
